It looks as though someone found a can of silver spray paint and applied it all over a black cotton shirtweight fabric.  In fact, the "wrong" side of the fabric is solid black, so it would be fun to use that side as details like collar or cuffs on a garment.  Make shirts, blouses, tunics, unstructured vests, tops, or shells.
