It looks as though an artist has used his 1/4" wide brush to loosely outline blue flowers and leaves, then dipped his brush in water to pull a wash of light blue to fill in some of the petals and leaves.  They're scattered on light/midweight white cotton sateen with spandex for crosswise stretch.  Make pants, a pencil skirt, tops, shells, and vests.
